Although not a completely authentic Vietnamese restaurant (is it really Vietnamese food if basil isn't used as an ingredient), this second-floor place is a quiet haven away from some of the noisy and smoky joints in the area. They have pretty decent pho (again, in spite of the lack of basil), and spring rolls (they call them "rice paper rolls" on their menu) at affordable prices.
