It's predominately an establishment for gringos, and no wonder, considering the owner is an American who owns another Panama Bill's in Florida. The restaurant is way laid-back, with an open-air dining and bar area and a slightly more refined indoor dining area -- the outdoor bar draws lots of guys in Hawaiian shirts who come for their dirt-cheap cocktails. The menu features mostly American staples such as Buffalo wings, Caesar salad, barbecue ribs, Texas chili, and burgers, and there's fried and grilled fish and black-bean soup. Service is fast and bilingual.
